Fire Safety Manager

Atlas BFW Management Ltd – a wholly owned subsidiary of Blackpool Teaching Hospitals NHS Foundation Trust – is seeking a highly experienced and motivated Fire Safety Manager to join our team. Reporting to the Head of Estates, with a dotted line to the Director of Operations, the post holder will be a pivotal leader in maintaining and enhancing fire safety compliance across the Atlas estate.

The Fire Safety Manager will be the appointed person (AP) for fire safety across a complex, multi-site NHS and community estate. You will lead on all matters relating to fire safety compliance and policy, advising internal stakeholders and external partners to ensure that Atlas and its clients meet their statutory fire safety obligations.

The successful candidate will play a critical role in shaping fire safety strategy, embedding risk management frameworks, and supporting ongoing cultural change across the business. Working with a range of stakeholders including NHS Trusts, contractors, Fire and Rescue Services and regulatory bodies, the role offers an opportunity to influence at all levels.

This is a highly visible role that requires both strategic leadership and hands-on expertise. You will be comfortable producing high-level reports, overseeing audits and assessments, training staff, managing risk registers, and responding to evolving legislation and guidance. You will also lead the delivery of fire risk assessments, mandatory fire safety training, and the management of incident investigations.

Core Responsibilities

  • Act as the designated Appointed Person for Fire Safety, providing strategic leadership, direction and assurance for all fire safety matters across Atlas’s acute and community estate.
  • Lead the development, implementation, and ongoing review of the organisation’s Fire Safety Strategy, ensuring alignment with statutory obligations, HTM guidance, and corporate objectives.
  • Oversee the completion of fire risk assessments in accordance with the Regulatory Reform (Fire Safety) Order and HTM 05, and ensure action plans are monitored, implemented and closed in a timely manner.
  • Lead and coordinate the delivery of a comprehensive and mandatory fire safety training programme for all Atlas and client staff, ensuring training remains compliant with national standards and best practice.
  • Take ownership of fire safety audits, inspections, and compliance reviews, producing high-quality reports for the Atlas Senior Leadership Team, Board, and external stakeholders as required.
  • Provide expert guidance and assurance to capital development, estates, and facilities teams to ensure fire safety requirements are integrated into project designs, refurbishments, and new build developments.
  • Be the primary contact with the Fire and Rescue Services, Health and Safety Executive, and other statutory bodies, managing inspections and investigations and responding to regulatory scrutiny where required.
  • Ensure effective use and maintenance of fire safety data and compliance systems, including the Quality Assurance System, Fire Risk Register, and DATIX reporting platform.
  • Lead or support investigations into fire-related incidents, carrying out root cause analyses, producing formal reports, and developing preventative strategies to reduce future risk.
  • Develop and embed fire safety governance frameworks across the organisation, ensuring policies, procedures, contingency plans and audit trails meet legal and organisational standards.
  • Promote a proactive and positive fire safety culture across all Atlas sites through staff engagement, leadership, visibility and the implementation of awareness campaigns and improvement initiatives.
  • Ensure fire safety is integrated into business continuity planning and emergency preparedness procedures across the organisation.
  • Contribute to corporate governance by delivering regular performance metrics and reports on fire safety compliance to the Health & Fire Safety Steering Group and the Atlas Board.
  • Lead a team of skilled fire safety professionals, ensuring appropriate delegation of duties, performance management, and opportunities for professional development.
  • Support divisional and senior managers by providing expert advice and guidance on complex or contentious fire safety issues, including those related to service user or staff safety.

Summary Person Specification

Essential Criteria

  • HNC/HND or equivalent experience in a relevant discipline
  • NEBOSH National Certificate in Fire Safety and Risk Management
  • Fire risk assessment training (HTM / FPA standards)
  • Significant experience in fire safety management
  • Demonstrated experience in:
    • Conducting fire risk assessments
    • Developing and implementing fire safety policies and training
    • Liaising with Fire and Rescue Services and regulators
    • Managing statutory compliance and delivering service improvement plans
  • Strong analytical, report writing and presentation skills
  • IT literate with proficiency in Microsoft Office and FM compliance systems
  • Excellent interpersonal, communication and stakeholder management skills
  • Proven leadership and the ability to work independently and take initiative

Renumeration: £51k to £56k (dependant on experience)
